VBOC: what Veterans Business Outreach Centers actually do

VBOC (Veterans Business Outreach Center) is the SBA's free, walk-in, always-open resource for veteran founders. Roughly 28 centers cover the US. Counselors know Boots to Business, SDVOSB certification, SBA loans, and VR&E self-employment. Here is when to use one, when to skip, and where to find yours.

What VBOCs actually do

Five core service areas. Not every VBOC delivers every service equally; some are stronger on federal contracting prep, others on self-employment through VR&E, others on small business lending. Ask about their specialty on your first call.

Boots to Business course delivery

VBOCs are the primary delivery partner for SBA Boots to Business, the free 2-day intro course for transitioning service members and eligible family members. Boots to Business is delivered on military installations globally through the DoD Transition Assistance Program (TAP).

One-on-one counseling

Free confidential meetings with a VBOC counselor. Typical topics: business planning, market research, financial projections, pricing, customer acquisition, hiring. Sessions are typically 60-90 minutes and available at multi-session cadences.

SBA loan application assistance

VBOCs walk you through SBA 7(a), 504, microloan, and Express loan applications. Especially useful for the 7(a) Veterans Advantage variant which waives certain fees. Counselors do not lend to you, but they help you package a strong application to submit to a bank.

SDVOSB and VOSB certification prep

VBOCs help you assemble the documents and meet the requirements for SBA VetCert. Important since NDAA FY2024 ended the self-certification path for federal set-aside eligibility (December 22, 2024 deadline).

VR&E Chapter 31 self-employment guidance

For veterans with a service-connected disability rating, the VA's Veteran Readiness and Employment program (Chapter 31) has a self-employment track that can fund business startup costs. VBOCs help you understand eligibility, prepare the business plan VA requires, and coordinate with your VR&E counselor.

VBOC vs SBDC: which one first?

Small Business Development Centers (SBDCs) and Veterans Business Outreach Centers (VBOCs) are both SBA-funded free resources. They overlap. Here is how to pick.

Rule of thumb: if you are eligible for VBOC, start there. If your closest VBOC is 200+ miles away and you need in-person help, call your local SBDC first and ask if they have a vet-focused counselor. Many SBDCs share host organizations with VBOCs.

When VBOC is not the right answer

VBOCs are great generalists for vet founders. They are not the right fit for:

  • Deep-technical dual-use founders: if you are building defense tech, hardware, or venture-scale software, look at NSIN, DIU, AFWERX, or Army xTech before VBOC. VBOC counselors are strong on services and small business; they are not typically SBIR strategists. See our SBIR guide.
  • Serious equity-raise plans: VBOCs will not connect you to VC or angel investors. For that, look at IVMF Military Founders Lab, PenFed VEP Accelerator, or Warrior Rising Business Showers.
  • Nonprofit / 501(c)(3) formation: VBOCs focus on for-profit small business. For nonprofit formation, look at the Mission Continuer path resources.
  • Franchise-specific evaluation: for VetFran discounts and franchise-specific due diligence, go direct to the International Franchise Association or a franchise consultant.

How to actually use a VBOC

Straightforward workflow:

  1. Find your regional VBOC at sba.gov/local-assistance. Enter your zip code, filter for "Veterans Business Outreach Center."
  2. Call or fill out the intake form. Every VBOC has an intake process. Expect a 15-30 minute initial call to understand your situation.
  3. Be specific about your stage and goal on the intake call. Are you pre-idea? Launching? Running? Growing? Are you targeting federal contracts, SBA loan, VR&E, or general small business support? Being specific gets you to the right counselor.
  4. Schedule a first counseling session. Typically 60-90 minutes, phone or video. Come with a clear question or artifact (business plan draft, financial model, application to review).
  5. Follow up. VBOC counseling is often multi-session. Book the next appointment before you leave the first one.

What does VBOC stand for?

VBOC stands for Veterans Business Outreach Center. VBOCs are SBA-funded regional centers that provide free entrepreneurship assistance to service members, veterans, National Guard and Reserve members, and military spouses.

Is a VBOC free?

Yes. All VBOC services are free to eligible participants. VBOCs are funded through the SBA's Office of Veterans Business Development and grants to host organizations.

Do I need a VA rating or SDVOSB certification to use a VBOC?

No. VBOCs serve all veterans regardless of discharge status, disability rating, or business stage. Active-duty service members and military spouses are also eligible. There is no gate.

Yes. VBOCs serve founders at any stage: pre-idea, launch, first-year operations, growth, and even exit planning. Counselors have to shift approach for later-stage clients, so tell them your stage clearly on the first call.

How many VBOCs exist?

The SBA network has approximately 28 VBOCs across the country, with each center covering a multi-state region. Coverage extends to all 50 states plus territories. Find your regional VBOC through the SBA locator at sba.gov/local-assistance.

Do I have to visit in person?

No. Most VBOCs offer counseling by phone, video, and in-person. The pandemic accelerated remote counseling and most centers kept it. Walk-ins are still welcome at many centers.

Service-disabled veteran (10%+ VA rating) with 51%+ ownership and control of the business. Self-certification for federal subcontracting and goaling ended December 22, 2024 (NDAA FY2024). SBA VetCert is now the only path.

Federal contracting set-aside eligibility. Federal government aims to award at least 5% of all federal prime contracting dollars to SDVOSBs annually (SBA official goal). VA sets aside at least 7% of its contracts specifically for certified VOSBs and SDVOSBs.
