VOSB vs SDVOSB certification: which do you need?

Both are SBA VetCert certifications for veteran business owners. The application is the same. Eligibility differs by one thing: SDVOSB requires a VA-verified service-connected disability rating. VOSB does not. Here is how to know which one fits, and what each one actually unlocks.

The short version

If you have a VA-rated service-connected disability at any percentage, apply for SDVOSB. You get VOSB automatically.
If you do not have a rating, VOSB is what you get. Still useful for VA-specific contracting, less useful government-wide.
Same application. Same portal (MySBA Certifications at certify.sba.gov). Free. 45-90 day processing.
SDVOSB is substantially more valuable if you have the eligibility. 5% federal goal, sole-source authority government-wide, dedicated VA set-asides.

Pick VOSB if

You are a veteran but do not have a VA-verified service-connected disability rating.
Your primary federal customer is the VA (which sets aside up to 7% for VOSBs and SDVOSBs).
You are not planning to actively pursue government-wide federal contracts.
You want the general veteran-business credential without needing disability documentation.

Pick SDVOSB if

You have a VA-verified service-connected disability at any percentage. Apply for SDVOSB, get VOSB automatically.
Federal contracting is or will be part of your business model.
You are targeting agencies beyond the VA. SDVOSB opens government-wide sole-source authority up to $4M ($7M manufacturing).
You want maximum leverage on the certification you will get for the same amount of application work.

The dual case

If you qualify for SDVOSB, you automatically qualify for VOSB. There is no separate application. SBA VetCert issues both certifications through the same process. You market yourself as SDVOSB (the more valuable credential) and mention VOSB status as a footnote.

What both certifications require

Regardless of which one you pursue, SBA VetCert requires:

Small business classification under SBA size standards for your primary NAICS code.
51% or more veteran ownership, with the veteran having full day-to-day control of the business.
Documentation of ownership including operating agreements, stock ledgers, and any capitalization records.
Discharge documentation (DD-214) for the veteran owner(s).
Business tax returns for the most recent 3 years (or since inception if less).
Personal tax returns for the veteran owner(s) for the same period.
Business licenses and certificates demonstrating legal operation.
For SDVOSB only: VA service-connected disability documentation. SBA queries the VA database directly to verify.

Common pitfalls

The most common reasons applications get delayed or denied:

Ownership structure ambiguity. If your operating agreement gives non-veteran partners any veto power on major decisions, SBA may find the veteran does not have full control. Fix this before applying.
Non-veteran spouse ownership. If your spouse holds any equity, ensure the veteran retains 51%+ and full control.
Missing documents. Incomplete applications sit in queue until they are complete. Assemble everything before starting the application.
Certification scams. The application is free. If anyone charges you for certification itself, that is a scam. Third-party application-prep consultants may charge but they cannot pay SBA on your behalf.
Confusing VetCert with self-certification. Self-certification for federal subcontracting and goaling ended December 22, 2024 under NDAA FY2024. All current certifications flow through SBA VetCert.
