Who's eligible
Pennsylvania businesses owned by veterans or service-disabled veterans. PA does NOT certify directly; it VERIFIES a third-party certification. You must obtain certification from a DGS-recognized third party (NaVOBA, NVBDC, or SBA VetCert) first.
How to claim
Step 1: Get certified by a DGS-recognized third party (SBA VetCert, NaVOBA, or NVBDC). Step 2: Apply for PA Commonwealth verification through DGS DiSBO.

Pennsylvania veterans pursuing state contracting. If you already have SBA VetCert (federal SDVOSB/VOSB), the PA step is straightforward.
You have no third-party certification yet and are not doing PA state work. Get SBA VetCert first for federal value, then add PA.
PA verifies, does not certify. You need a third-party certification first. SBA VetCert is the most useful because it also unlocks federal set-asides.
